Support linking between map panes

Allow two or more map panes to be linked such that they are connected to the
same map context but displaying different scales or or contents. Uses include:
- "navigation pane" (small pane with an x-ored bounding box that can be panned
and resized to change the display area of a linked large pane)
- displaying different layers in two panes at the same scale with concurrent
panning, zooming etc.
This work will be included in the current swing refactoring.
