When calling the function:
WFS_1_1_0_Protocol.getSupportedGetFeatureOutputFormats()
you get a empty set when the outputformat tag in the capabilities document is
empty. But that tag is optional. It's also possible to set the outputformat in
a featureType, in the capabilities document.
When all the featureTypes got the same outputFormats the outputFormats are also
supported.
I fixed this in the attached patch.
