maven will do this for you when including the following as part of the build

<plugin>
  <groupId>org.apache.maven.plugins</groupId>
  <artifactId>maven-javadoc-plugin</artifactId>
  <version>2.7</version>
  <configuration>
     <!--  config options-->
  </configuration>
  <executions>
    <execution>
      <phase>package</phase>
      <goals>
        <goal>jar</goal>
      </goals>
    </execution>
  </executions>
</plugin>

ie. run the javadoc plugin as part of the package phase to create a jar
