Refactor geoapi-pending to geotools util module

The geoapi-pending module is a set of unofficial interfaces implemented by 
GeoTools in a collaborative fashion with the OGC. This patch takes these 
interfaces back into the GeoTools library for maintenance; allowing us to 
update the javadocs in a timely fashion. The OGC copywriter and org.opengis 
package structure is maintained for compatibility; allowing these interfaces to 
be donated to GeoAPI if funding or volunteer effort permit.

1) The gt-util.patch contains

The core interfaces are:
- filter
- feature
- style

The remainder are lightly used:
- coverage
- geometry
- temporal

And a couple of utility classes / annotations.

2) I would like the gt-util module to play host to several utility and 
integration classes currently residing in the org.geotools.metadata; as such it 
represents an integration module with facilities for the GeoTools library 
auto-wire plugins; connect to logging systems and so forth. This would be done 
once the above patch has been applied

This patch does not introduce *any* api change.
