A couple of things

- If you compare with 
http://docs.codehaus.org/display/GEOTOOLS/Refactor+OpenGIS you can see that it 
has a JIRA bug mentioned near the top. We use that to make sure the proposal is 
listed in the release notes for GeoTools. It is also a good place to attach a 
patch.

- The "Tasks" section did not indicate that there were volunteers or budget 
available to do the work
  I have updated the section to show:
  1 NC: Update Query based on BEFORE/AFTER
  2 JG: Proposal [Refactor OpenGIS] to pull geo-api pending into gt-opengis 
module
  3 NC: Update FilterFactory2 based on BEFORE / AFTER
  4 NC: Migrate app-schema to use FilterFactory2 method
  5 NC: review user documentation for any needed changes

- The voting section does not indicate that we want people to vote yet; if you 
think this one is ready update the text and ask on the email list. A new email 
with some kind of clear subject line is helpful ('Proposal Vote: XPath 
NamespaceSupport")

- Finally we don't have to wait for voting to finish before starting in on the 
patch; if you can create the JIRA; and start in on the Patch it can be 
committed promptly when voting is finished (there is a provision for comiting 
earlier rather than waiting if we get stuck with everyone on holiday)
