There have been a couple cross platform (swing and swt) toolkits built against geotools (you can see the wreckage on source forge here for example - http://giswidgets.sourceforge.net/ ).
If that serves as a starting point; I am sure we would be open to a gt-swt module (in the same manner as the current gt-swing module).
