I am going to get the content; and then try and make it consistent.

I was also thinking:
- javadoc
- user (containing welcome, tutorials, and the module by module
documentation) -
- developer (containing our developer guide for the project)

On glitch that is currently going on that I need a hand with; is the use of
"breadcrumbs". At the top of any page with a "toc" index they are not shown;
is there a switch we can throw to make them always on? At least for "user"
docs.
