A rendering transformation is probably the best fit for your case then, the process could take care of taking the originating polygons and building a list of point features as a result, which are then going to be labelled as if they were independent points.... unfortunately none of this is documented, the easy way to build processes is still available only in GeoServer, and it's only available on trunk a the moment... Jody expressed an interest to backport the process annotations (which are the easy way to build a process) from GeoServer back in GeoTools but so far he's been pretty busy with docs overhaul, not sure when he's going to move onto that.
