1/3 [your (1) was right], as I understand it. 8.x is trunk; it has not yet been forked. We are free to make whatever changes we like on trunk, including breaking backwards compatibility, upgrading to Java 6, or rewriting it all in Scala, subject to community process.
2.7.x is stable, so must not cause any client code that uses a 2.7.n to be broken by 2.7.(n+1) in binary or source. 8-M* releases are blessed snapshots of trunk, for those who need a fixed target but need more features than stable. There is no guarantee that client code working with 8-Mn will also work with 8-M(n+1) in binary or source. In my view, your (2) should be allowed on 2.7.x. Deprecation is not breakage, in binary or source. In my view, your (3) should be allowed on trunk.
