The wiki links are missing as of today! Because they finally shut off our old 
wiki spaces - hooray!
(Fixed the link now!)

I really did my best not to fix the developers guide (as we only change it with 
a change request). The only place I got upset and talked to the devel list 
about was with respect to versions (the developers guide wiki still had us with 
unqiue version numbers for each plugin).

I always use the star rating; it is part of adding a new module to the "module 
matrix" page. Perhaps that is where you have seen 40%?

Adding a new page results in the following (from the template):

h2. Gold Star Quality Assurance Check

(*r) IP Check: review.txt added, all headers are in place
(*r) Releasable: no blocking issues, but feedback from potential users is 
appreciated
(*r) Quality Assurance: 23.2% test coverage reported by clover
(*r) Stability: No planned API changes
(*r) Supported: Documentation available, module maintainer does watches user 
list, answers email.

So not really much help.

The final possibility Ben is that I told you 40% on email (it is a number that 
sticks in my head as well).
