CRS.decode(CRS.asSRS(crs)) may lose the axis ordering

The call to CRS.asSRS(...) will return most of the time the EPSG:xywz form,
regardless of the original axis ordering, decoding it will return the default
axis order.
At least for systems that have forced lon/lat order make sure to preserve the
axis order in the translation by using the urn form in case the axis order is
lat/lon and the developer has forced lon/lat default order instead
