JMapPane.getDisplayArea presently returns an empty envelope if there is no
MapContent set or if the pane has not yet been shown. Change this to the
following:
- If MapContent is set, return the current viewport bounds regardless of
whether the pane is showing or not.
- If no MapContent is set, but setDisplayArea has been called, return the value
of the pendingDisplayArea field.
- Otherwise, return empty envelope.
