JMapPane should detect when new rendering is not required

Presently, JMapPane mindlessly calls the renderer to repaint the map whenever
the pane is resized. Sometimes this is unnecessary, e.g. pane size decreased,
or pane size increased when the full map extent is already displayed.
There are probably some fiddly issues to do with labelling.
