Set MapViewport CRS from first added layer if not already set

When the first layer is added to an empty MapContent it should be used to set
the CRS for the default viewport, unless one has already been set by the
client. This is consistent with what MapContent.getMaxBounds already does, and
can be achieved by adding a boolean flag to the viewport class to indicate
whether a CRS has been explicitly set or not.
