Incredibly annoying problem with map panning

Discovered this problem while testing keyboard map panning (GEOT-3830). If the
map is at full extent, and then panned left or right it bounces back to the
centre of the display as soon as the arrow key is released.
The behaviour is caused by code in AbstractMapPane which checks whether the map
is at full extent. This code was made necessary to work-around the different
handling of AffineTransforms by StreamingRenderer when dealing with vector vs
raster layers (see GEOT-2762) but I can't remember all the details right now.
