Remove the LocaleUtils.properties file and instead have LocaleUtils
automagically scan the available properties files and determine which locales
are provided and, for each, whether it covers all files or just a subset. For
the normal case where the client is outside the gt-swing jar, this will require
accessing the properties files as entries in the jar. Add a new helper class to
do this.
Also, allow the user to specify one or more fallback locales when the preferred
locale is not available for all properties files.
