Well my plan is to start pushing the non versioning stuff into the main
repos over the next two weeks. Writing the proposals, etc... The GeoTools
stuff (even with resourceid) should be straight forward. The GeoServer stuff
branch has a lot of stuff on it and will require a more thorough proposal.
