Attached patch updates the EPSG data in the {{epsg-hsql}} plugin to v7.9 (17
Aug 2011). It fixes a minor bug in the SQL-loading process where {{CHR()}}
isn't defined in HSQL (but can be aliased). Otherwise the load worked fine and
the tests passed afterwards as per the instructions.
The resulting EPSG.zip file is also attached (for
{{modules/plugin/epsg-hsql/src/main/resources/org/geotools/referencing/factory/epsg/}}
