I see. A resource locator is fine by me.
An alternative that we discussed in the past was to use a URI everywhere in
the external graphic API
so that it can be quite free in its form, and thus allow pretty much all
kinds of factories to be plugged in.
It's quite a bit more work, but would be rather powerful.

GeoServer uses it to parse SLD 1.1 (but I haven't had a need to use SLD 1.1
to start with so far,
so I'm not aware of its behavior). It is relatively young code (in terms of
seeing real world usage),
some hiccup is to be expected.
