The similarity transform can be seen as a particular case of 2D parametric
affine transform. It is used by the catalan government in the official
coordinate transformation EPSG:5166, which enables transition from ED50 to
ETRS89.
Implemented as a MathTransformProvider that sets up matrix coefficients and
instantiates an AffineTransform2D. Includes test case.
