As discussed on the GeoServer users list (http://sourceforge.net/mailarchive/message.php?msg_id=29689770) the Oracle DataStoreFactory does not respect the batch size configuration parameter, instead hard-coding the batch-size to 200. The fix is available from this github branch: https://github.com/dwins/geotools/compare/bug-override-batchsize-in-oracle-driver
