Description:

The bounding box calculations are being thrown off for clients working with WMS 1.3.0 by the dreaded axis order issue.

Although the BoundingBox elements are being parsed into CRSEnvelope, the interpretation of srsName needs to be version specific.

Because of the way the parser works, we cannot tell what version is employed up front, and need to feed this information into the layers as the data structure is put together.
