That ~70 MB is a fair bit to store in source control. I have some experience
hooking ant into maven, and asking the ant script to download data (if needed).
So yes this would be an appropriate geotools extension (that is functionality
or utility that is built on top of the geotools library)
We just have a distribution / hosting thing to figure out for the data.
