End of September 2013. New features have to land on trunk first, they
can be backported to the stable series later (typically, one month later)
after showing the are working fine on trunk
and a positive vote on the mailing list (which is probably going to
require a deeper review of the patch).
At least this is what we are doing in GeoServer, which has voted the
same proposal for time boxed released and stable branch "stability"
as GeoTools. That said, I don't remember many new features being
backported to the stable series in GeoTools recently...
