I had that when working on the ReferenceEnvelope test cases.
The issue ended up being with any tests that change the settings of the CRS
utility class, because if they do not "undo" this global change then some other
random maven test will fail.
The two popular ways of causing the problem are using GeoTools class and
feeding it hints, and setting a System Property.
