For the OSX installer you need a OSX machine, and for the Windows one, a
windows machine.
I believe the guide is still available here:

That said... if OpenGeo can get the builds un-stuck that's probably the
quickest way to get
all the installers.
Otherwise we need someone on Windows and someone on OSX to complete the
steps
