I'm going to mostly base my work on the existing JDBC plugins. Any
suggestions for the "best" one to use as an example? Perhaps the PostGIS
JDBC plugin

The h2 plugin is the "gold standard" used as a reference implementation when
making your own JDBC datastore.
Any additional steps I should take? Following the guide at
http://docs.geotools.org/latest/developer/procedures/create.html I
understand that I should create a wiki page at
http://docs.codehaus.org/display/GEOTOOLS/, correct?
It is handy to have a scratch pad for your design and notes. In this case your
design is pretty clear already.
