Hi,
here is the pull request to manage the indexes in a JDBC data store:
https://github.com/geotools/geotools/pull/340

I know that originally I only planned to add support for index creation,
but testing was
so much easier also having list and drop available :-p

I've tested the patch with H2, PostGIS, Oracle, SQLServer and Spatialite.

Generally speaking the patch deviates a bit from the current architecture
in that it
delegate the full construction of the create/drop index commands to the
SQLDialect,
as well as running them.
The rationale is that whilst common index handling is pretty uniform among
databases,
if one wants to add support for secondary spatial indexes in the dialects
(something I haven't
done in this patch), well, the behavior is completely all over the place,
the syntax to do so varies a lot among databases,
and you might have to perform inserts and deletes before/after the index
management
commands.

Feedback appreciated

Cheers
Andrea
