Idea: rotating times

* (after two weeks) one that has Australia and North America
* (after two weeks) one that has North America and Europe
Or else, simpler (Jody likes this one):

That would help if Justin wants to participate.
Also, potential window to get everybody in at 9pm Rome... but Ben would
have to get up at 4am!!!

Half an answer from Andrea:
- three weekends work, but encountered CITE test bugs
- Andrea believes it needs new CITE engine, must upgrade all
- can pass with noncompliant code
- someone also has to pay for the "official seal", maybe we can get help
from OSGeo
- some bugs fixed, moving target
