Ok, figured it out, Mauro's changed are indeed what made the cite test
fail, but it's not their
fault :-p
The issue is actually in FilterToSQL:

Mauro's optimization to just check for locked fids is a good idea, but with
the above bug,
the encoded SQL has the wrong semantic.
Fixing GEOT-4800...
