In general we "ask" with an email on geoserver-devel, wait for a PMC member
to say +1 and then keep going (we have to be this formal because we are
changing from GPL to LGPL). GeoSever and GeoTools are well practiced at
working together, sometimes when we ask another project they end up saying
"no".

Currently the gt-csv module is under unsupported. Where should it be in the

The developers guide has the details on how unsupported and plugin work.
For now it stays in unsupported until we can meet the QA and documentation
requirement. But once again see the developers guide for details (we may
have to clean up a few pages as you have questions).

We may be in position to ask the module be accepted as a plugin after it is
updated. For now lets update and remove the fork from GeoServer.
