Here is my first cut at updating the database.

As per Andreas suggestion I also pulled out the change log for all the
versions. I took the liberty of doing some formatting of it.

As you can see there are lots of changes. I am just not sure which ones (if
any) warrant a closer look or might possibly lead to a regression. I ran
the full set of unit tests for both geotools and geoserver and and aside
from minor tweaks to a few floating point comparisons everything appears to
be ok. Here are the relevant changes.

One thing worth noting is this change:

Which takes into account some new aliases that were added for axis
direction.
