When going through the release process for GeoTools 13.1, I discovered that
the jira_release.py scripts for GeoTools and GeoServer were still pointing
to the old jira.codehaus.org URL. I have updated these to
osgeo-org.atlassian.net, and verified that the updates work (by releasing
GeoTools 13.1 / GeoServer 2.7.1 in JIRA, running the srcipts locally).

Kevin - Since I ran jira_release.py for GeoServer, you will not need to do
the "Release in JIRA" step for the 2.7.1 GeoServer release today.
