Frank, these are orthogonal concerns. CLAs are copyright assignment, whereas commit access is authorisation to move bits into a particular repository.
Since the migration to GitHub, it is much easier to get things done without commit access. However, commit access makes work easier. Your request for commit access requires three positive votes and no negative votes from existing committers (any will do, not required to be PMC): http://docs.geotools.org/latest/developer/roles/committer.html#process (Points 3 and later are woefully out-of-date.)
