Perhaps my language choice was poor, the difference between old/new system
should mostly be hidden. The system property toggle allows someone
deploying geoserver to swap between implementations if needed.

This is different from a Hint which explicitly makes the choice up to the
programmer (although a default can be provided by a system property).
