Hum... axis flipping confusion.
If we use WFS 1.0 + GML3, we'll confuse people that expect GML3 to be in
lat/lon (those that know what a conforming OGC service should return)
If we use WFS 1.1 + GML3, we'll confuse people that are not away of OGC
 flipping the axis of their data (99% of the data sources are in lon/lat
format, normal human beings untainted by OGC/old geographer expectations
will expect their data to come back in their same order as the source data).
