Here is a pull request to change the headers back:

Question for the list. We can have repo.boundlessgeo.com cache the osgeo
webdav repository (and comment another one of the repositories out of the
root pom.xml).

* Pros: Less repositories to check make everyone's build go faster
* Cons: It may not be obvious to downstream projects that the official
repository is hosted at OSGeo.
