I am happy to recommend Devon for commit access, the above pull requests show attention to detail, and clear communication with respect to feedback and broken builds. Devon has a good understanding of how we work on geotools-devel, taking part at all levels form documentation (adding to the tutorials), writing proposals, and most decently performing the GeoTools 15.1 release.
