Hey Torben,
I just had my location geotools 15.4 build fail on gt-ysld because it
depends on a process module,
which is not in the build unless one adds -Dall.
So... you cannot graduate the gt-ysld module in that state, as it would be
a supported module
depending on an unsupported one (and one not normally in the build):

As part of the graduation I would consider checking if you can do without
that dependency (or graduate
the processing modules along with it, Jody had still something he wanted to
do before graduating them
I believe).
And before the graduation, it probably makes sense to fix the community pom
so that a build without -Dall works.
Not sure if we want to consider this a 15.4 blocker... but without -Dall it
would not build.
