Let's write up a letter like last time and approve it Tuesday meeting.
For context this oracle work was done by me at Refractions for the same
customer who later paid for vivid solutions to continue work on it in JTS.
The two implementations have diverged to fix issues and support curves (so
we cannot at present combine implementations). The test cases for JTS SDO
are very nicely done with a literate STRUCT factory used to define test
cases.
