Just as a note, it turned out that both SKIP_DEPLOY=true and
SKIP_DEPLOY=false skip the deploy step, since the script checks the
existence of the variable instead of its value (so not setting SKIP_DEPLOY
allowed it to deploy as usual).

I'll see if I can fix the release script.
