Removing the corrupt maven-metadata-local.xml allows the build to
complete successfully.
As mentioned below, just two more cosmetic issues that could be fixed
before final release but do not block the beta:
userguide - copyright footer says 2016
doc - first in the list is <Unnamed package> Skunkworks

bin - Bitstream-Vera-Fonts should have a .txt extension for
consistency and platforms that need it (my bad, fixed on master, 17.x,
and 16.x)
Otherwise all looks good. Artifact sizes are sane and no SNAPSHOT
artifacts present in the bin zip.
