I fixed the Jenkins post-build actions for geotools-17.x (which was not
triggering downstreams), and geotools-18.x (which was triggering
downstream master (now fixed to trigger 1.12.x/2.12.x)). This should fix
some of the stranger GeoServer reports (master appearing to fail after a
change in geotools-18.x on which it does not depend).
I kicked these builds to be sure.
