I don't think there's a hard requirement that all dependencies have to be available on Maven central...

That said, it is a typical nice-to-have thing...

I'd say that having GT/GWC/GS jars on Maven central and having OSGeo, or interested companies host JAI on their Maven repos seems like a reasonable plan.


Basically, I'm suggesting Maven central for Jars, and then GitHub+SourceForge for wars/other binaries.
