Content looks good to me, although one suggestion would be to move the
"please test" section higher up (perhaps before the new features) for a
slight increase in the change of people reading it and actually testing the
RC.
I did see one minor typo ("suite" instead of "suit" in the JTS section,
second paragraph), and it looks like I don't have the ability to edit the
post to fix it.
