Reviewing artifacts:

*geotools-21.0-bin*
- no great way to quickly test this, wonder if we should include an sh or
bat that can run the QuickStart demo
- README.html is outdated and needs instructions for Java 11, links to
latest not stable, etc...
- LICENSE.md does not quite provide the license, only says where you can
find them. Should probably link to the existing licenses in that folder
- GeoTools.html has wrong (c), seems to be the same content as LICENSE.md

*geotools-21.0-doc*
- looks good, the (c) is even correct
- folder structure just shows *apidocs*
- future ideas - we should probably build this with Java 11 so it will list
modules (see example
<https://docs.oracle.com/en/java/javase/11/docs/api/index.html>)

*geotools-21.0-project*
*- *README.html, LICENSE.md, GeoTools.html feedback as above
- builds from source *mvn clean install -Dall*

*geotools-21.0-userguide*
- © Copyright 2017, GeoTools should change to (c) 2019 OSGeo and include a
link to CCbyA lcense
- may wish to include a LICENSE.md file
- future ideas: process README.html to link to the docs in the folder
- future ideas: standalone docs could probably have a different theme
