Did a bit of digging, and the answer is ... painful.

The units JSR defines a standard, but an application is free to include the
appropriate units library to implement it for their environment. As an
example the dependency we have on *systems-common-java8* (intended for a
Java 8 environment). If you are running in Java 11 you would want to use
*systems-common* instead.

I am tempted to hardwire in *systems-common-java8 *and include it in our
binary download and trust folks using Java 11 to ignore it and figure out
what they need.
