I think realistically we could try to do it piecemeal, and see if we can just get rid of EMF and replace all the EMF objects with plain beans... Easier said than done, as we'd need a generator that allows us to mix in our own objects (e.g., Filter implementation) and massive API breakage for OGC protocol using modules I'm afraid though, and a ton of work.... and a prerequisite for it would still be to have CITE tests operational.
