It is indeed not ideal. At least extension modules are optional, e.g., we have not moved WPS to core just because it depends on a GeoTools community module. The dependency from core towards wfs-ng is worse, and it's used for a oddball, unusual feature, the "remote feature portrayal"... to fix it, we'd have to make a new extension module to include wfs-cascading, an extension module to do feature portrayal and open extension points to support it only when the wfs-store is available, or bake it into wms, but activate it only when the wfs store is available (hopefully we can use the DataStoreFinder to avoid straight dependencies to wfs-ng).... doable, not immediate. And oh, provide upgrade instructions telling people that they have to download the WFS cascading plugin, as it would not be any more part of core.
