2) VERSION.txt
Does not have the correct substitutions (or indeed any substitutions):
version: ${project.version}
git revision: ${build.commit.id}
build date: ${build.timestamp}
3) target/VERSION.txt is fine
4) Builds from PDT (UTC -7) completed
